they're trying to hint to others that they call for help but nobody seem to notice even though they are screaming it on the inside...

Their distress is being unobserved.
They are seeking attention and might be getting unobserved whenever they ask for help. It is also an internal struggle near one's self because they are fighting to cope next to it themselves because these kinds of empire are usually afraid to ask for help.
they're crying for help perchance...and obviously they're one ignored...
they are crying out for help, but not within an obvious approach...at least until they said that to you.
To me it way that they are hurting on the inside and no one know it.
They don't have any attention for you contained by life.
